There is a question that Palantir’s engineers (FDEs) are said to ask most persistently when they meet with clients.

“What is the single most important problem you are trying to solve right now?”

This question, which may sound like a simple consulting remark, actually has deeply embedded within it a meticulous project management (PM) strategy to prevent the failure of large-scale SI projects, and a technical philosophy (Ontology) that evolved through overcoming complex government and defense data environments.

Today, I would like to reinterpret Palantir’s “problem definition” approach from two perspectives: setting the ‘Definition of Done’ in PM and data modeling to overcome legacy environments.

1. Interpretation from a PM Perspective: “Problem Definition is the Most Reliable ‘Acceptance Criteria'”

There is a pain point that any PM leading large-scale SI (System Integration) projects or AI projects can relate to. It is unclear what the requirements are, and there is endless scope creep throughout the project.

Palantir’s “problem definition” process can be interpreted as a potent mechanism for controlling these risks.

① Translating Ambiguous Requirements into ‘Measurable Acceptance Criteria.’

When Palantir asks clients, “What is the core problem?”, from a PM perspective, it is equivalent to asking, “How will you prove that this project is complete?”

Massive organizations like the CIA or the Department of Defense inevitably have vast, ambiguous requirements. At this point, clarifying the problem to be solved—such as “identify terrorist networks” or “monitor unit combat readiness in real-time”—becomes the process of establishing the project’s ‘Definition of Done’.

In SI projects, it is impossible to accommodate every client’s request. By prioritizing the definition of a ‘Single Mission Problem’, Palantir enforces project scope and concentrates resources on the critical path.

In other words, the act of “defining the problem” is not a defensive measure to reject client requirements, but rather a strategic step to establish mutually agreed-upon ‘Success Metrics’ for successful project completion.

2. Technical Perspective: ‘Ontology’ as an Inevitable Evolution to Overcome Legacy Systems and Security Barriers

The second perspective concerns the origins of Palantir’s core technology, Ontology. This is not simply a tool for organizing data neatly, but rather the essence of ‘operational data modeling forged in battle’ that evolved to survive in the most challenging and complex data environments.

Rather than importing complex source data schemas as-is, they redefined data around objects required for actual operations, such as “terrorist suspects,” “suspicious transactions,” and “communication records.”

This background bears a striking resemblance to the reality facing manufacturing today.

Modern factories are a complex tangle of numerous equipment systems (OT domain) that speak different languages, along with IT systems like ERP and MES. Many companies invest massive sums to build ‘Data Lakes’ that gather all this data in one place, declaring “we’re going digital.”

But most fail. Why? Because there’s no ‘context.’ Data like “Extruder #3 temperature 150 degrees” is meaningless by itself. Only when connected to ‘which product was being manufactured at the time,’ ‘who the operator was,’ and ‘what the recent maintenance history was’ does it become information that can be used to analyze defect causes.

Palantir’s ‘problem definition-based Ontology’ targets exactly this point. Instead of recklessly collecting all data to create a ‘Data Swamp,’ they first define the problem: “reduce the defect rate of a specific line.” Then they select only the equipment, process, and operator data needed to solve that problem and logically connect them (Contextualization).

In other words, just as Ontology overcame the physical disconnection between U.S. government agencies in the past, it serves today as the most practical ‘virtual integration layer’ to address the IT/OT disconnection and context-less data chaos plaguing manufacturing floors.

3. In-Depth Case Analysis: The Moment Abstract Demands Transform into Concrete Victory

Let’s examine, through specific cases, what kind of explosive synergy emerges when the two perspectives explained earlier (PM pragmatism and technical philosophy) meet on the front lines of actual large organizations.

3.1 CIA and Counter-Terrorism Operations: Narrowing the Goal from “Data Integration” to “Enemy Identification.”

[Before: An Overwhelming Situation] After 9/11, the biggest concern for intelligence agencies was that “data overflows, but the dots don’t connect.” Dozens of agencies used different databases, and analysts had to log in to 8 systems just to verify a single suspect’s phone number. The customer’s initial request was predictable: “Integrate all data into one massive system.” This was the beginning of a typical large-scale SI project destined to fail.

[Palantir’s Problem Redefinition (Acceptance Criteria Confirmation)] Palantir rejected the impossible requirement of “data integration” and asked back: “What do you ultimately want to do by integrating the data?” As a result, the problem was sharpened: “When field agents enter only a suspect’s name, scattered financial, communication, and travel records should automatically connect to identify hidden terrorist networks immediately.” This became the project’s sole success criterion (acceptance criteria).

Instead of physical DB integration, they defined logical objects such as ‘Person,’ ‘Phone,’ and ‘Event,’ and mapped only the necessary information from each system to these objects. As a result, analysts could visualize enemy networks in an intuitive graph format without needing to understand the internal system structure.

3.2 U.S. Army Vantage Project: Floating ‘Combat Readiness’ Above Hundreds of Logistics Systems

[Before: An Overwhelming Situation] The U.S. Army was using hundreds of different legacy ERP and logistics systems to track tanks, helicopters, and parts scattered around the world. When commanders asked, “How many tanks are combat-ready right now?” it took staff days to compile Excel sheets. The requirement was vague: “Build a modernized integrated logistics dashboard.”

3.3 Airbus A350 Production Ramp-Up Project: Solving Manufacturing Challenges

Production of the new A350 aircraft needed to be increased, but the design-production-supply chain data were disconnected, making it difficult to identify bottlenecks. Numerous ‘Outstanding Work’ items were scattered throughout the factory, but there was no way to know whether the cause was a material shortage or design changes.

Decades-old factories contain a mix of numerous equipment speaking different languages, from 30-year-old PLCs (Programmable Logic Controllers) to the latest IoT sensors. On top of this, IT systems such as ERP (Enterprise Resource Planning) and MES (Manufacturing Execution System) run separately.

The bigger problem lies with ‘people’. The tacit knowledge of veteran workers, such as “this machine produces defects when a certain vibration is felt on rainy days,” is not recorded in any database.

Many companies start by building a ‘Data Lake’ to collect all this data under the banner of “implementing a smart factory.” Still, most fail, becoming purposeless ‘Data Swamps’ or unable to capture field know-how.

4.2 Palantir’s Approach: “Problem Definition” Becomes the Compass for Data Integration

Palantir asks manufacturing customers the same question: “Aside from smart factory, what is the most pressing problem you need to solve right now?”

For example, let’s assume the problem has been defined as “reducing the scrap (defect) rate of the press process at Line A Unit 3 by 5%.”

  1. PM Perspective (Acceptance Criteria Confirmation): The project goal is not a grandiose digital transformation but a clear, measurable target: ‘5% reduction in scrap rate.’ If this is achieved, the project is successful.
  2. Technical Perspective (Ontology Construction): Now there’s no need to look at all the massive factory data. You only need to select and connect sensor data, work history, and raw material information related to ‘Unit 3.’ The problem definition serves as a compass that dramatically narrows the scope of data integration.
4.3 Key Point: Converting Field ‘Tacit Knowledge’ into ‘Explicit Ontology.’

The point where the Palantir approach shines brightest in manufacturing sites is precisely in how it handles this ‘tacit knowledge.’

Traditional SI approaches tried to interview veterans’ know-how and organize it into documents. But Palantir transforms this into the ‘structure’ of the system through Ontology and Action Framework.

  • [Situation] A veteran worker detected a specific vibration pattern (data) and intuitively adjusted the pressure to a particular valve on the equipment (action) to prevent defects.

In other words, Palantir’s Ontology is not simply a data mart, but ‘a living digital brain where field problem-solving know-how is connected through data and actions.’

5. Conclusion: How You Define Problems Is Your Competitive Advantage

What we need to learn from Palantir’s case is clear. Their strength comes not from the Foundry software itself, but from the ‘philosophical approach’ of applying that software to the field.

Organizations aspiring to successful DX (Digital Transformation) or AI projects must deeply consider the two challenges Palantir poses.

First, PM pragmatism: “Are you focusing on a single measurable problem?”

Don’t make the mistake of trying to do everything and accomplishing nothing. The only lifeline to rescue a project from a sea of unclear requirements is the most urgent and specific ‘single problem definition (acceptance criteria)’ agreed upon with the customer.

Second, technical insight: “Are you collecting data, or are you structuring know-how?”

Don’t get bogged down in just physical data integration. The key to overcoming complex legacy and security environments lies in understanding how field veterans solve problems (tacit knowledge) and transforming this into a digital structure (Ontology).

Ultimately, the lesson that Palantir, the most innovative technology company, gives us is the most fundamental. Technology is merely a tool; “the attitude of relentlessly digging into what the essential problem is” is the most critical skill that determines a project’s success or failure.
